GDP growth rate must reach over 6%: expert

Dr. Tran Du Lich, head of the Ho Chi Minh City Economics Institute, said that Vietnam needs to obtain the GDP growth rate of over 6%, even if high inflation or deflation occurs. While experts are now talking a great deal about the high inflation, you have warned against the risk of deflation at the ongoing National Assembly session. Why? Dr. Tran Du Lich, head of the Ho Chi Minh City Economics Institute I think that pursuing policies on curbing inflation and stabilizing the macro economy is the right move for now. We are going to raise the prices of some commodities, such as electricity, which will affect the consumer price index. In general, we must keep wary over the high inflation. However, you may well know that there exists uncertainties the world’s financial market. Experts have expressed their worries that the problems of the financial market will affect the commodity market, thus causing the global economy crisis. In case the global economy has a minus growth rate, Vietnam’s exports will face a lot of difficulties. If so, Vietnam will have to focus on stimulating demand and expanding credit instead of curbing inflation. I think that we should prepare for that situation, and we should not focus only on fighting inflation. What will happen to our GDP growth rate, if deflation occurs? My viewpoint is that even when deflation occurs, we need to obtain an economic growth rate of over 6%. In order to do that, we need to expand the domestic market, stimulate the demand, stimulate investments, loosen the monetary policies, and reduce interest rates. The most important goal for us is to obtain the high economic growth rate of over 6%, even if the high inflation or deflation occurs. This is the figure we need to reach in order to ensure that serious social problems do not occur. What will happen if the inflation rate exceeds 15%? I don’t think the inflation rate would be higher than 15%. You can see two extremes of the markets in 2008. Vietnam – Russia business forum opens in Hanoi

President of the Vietnam Chamber of Commerce and Industry (VCCI), Vu Tien Loc, said Russia is an important commercial partner of Vietnam , especially in the field of investment cooperation. Addressing the Vietnam-Russia business forum in Hanoi on Oct. 25, Loc said this event will create momentum to boost the bilateral economic and commercial relations. It is also an opportunity for their businesses from the two countries to clearly understand the potentials, advantages and difficulties of each other. Russian acting commercial counselor to Vietnam Melnikov Sergey Fedorovich said Russian businesses should promote cooperation and investment with Vietnamese partners, especially in the fields of construction, mineral exploitation and trade. The VCCI also introduced at the forum the Vietnam – Russia business council, expecting that it will be an effective dialogue channel between businesses and governmental agencies. Banks exploiting loophole

Banks have been forced to get creative to survive in an increasingly turbulent market According to a Bank for Investment and Development of Vietnam (BIDV) source, almost all banks are currently “cooking” documents on deposits to enjoy lower reserve requirements. Since early 2008, the State Bank has lifted the reserve requirement 1 per cent higher to further tighten monetary policies in the fight against inflation. Accordingly, reserve requirement for deposits with terms under 12 months was 11 per cent, while 12 months and above was 5 per cent. The reserve requirement is a proportion of deposits that banks are not allowed to lend designed to protect the banking system. An 11 per cent reserve requirement means lenders must give the central bank $11 for each $100 mobilised. “Most of local banks are seeking ways to convert on paper under 12-month deposits into 12 months and above funds to minimise reserve requirement. This fact forced us to do the same otherwise we would have to bear higher costs,” said the BIDV official. At the moment, the State Bank is managing local banks’ reserve requirements under nominal deposit terms which means that local lenders “pay” the State Bank reserve requirement according to depositing document between bank and depositors. Local banks have asked customers to undersigned 12-month and above term deposits for three-month deposits. After three months, the depositors withdraw their money and this withdrawal is considered as a premature withdrawal before the due date. The customer still enjoys three-month deposit interest rate, while the bank reduces the reserve requirement for this deposit to just 5 per cent from 11 as it should be. A State Bank Monetary Policy Department official said this “trick” has been applied for a long time but became more popular this year as the State Bank applied more tighter monetary policies. “We know [the trend] but to control this malpractice is not easy and it requires much enforcement from the State Bank inspection department in terms of human resources. Additionally, putting this under control is possible once the banking system reaches certain modernisation,” said the State Bank official. Financial experts expressed concern the trend could lead to data inaccuracy which commercial banks submit monthly to the State Bank especially on deposit terms. “This is a serious matter that should be controlled as accurate data is vital for appropriate monetary policy making,” warned a financial expert. Some financial experts have suggested that in the short term, the State Bank could apply a common level of reserve requirement for both deposit categories, somewhere between 11 and 5 per cent.

Vietnam to host International Rice Conference 2010

A tourist takes a cyclo tour in Hanoi capital city. After wandering around Dong Xuan and Hanoi markets, I took a walk to the ancient town and reached Hang Duong. I was really impressed with the cyclos (xich lo) leisurely carrying travelers through the bustling streets. The red colored cyclos are striking in the crowds as they busily take care of their customers. Without hesitation I decided to experience a cyclo tour. It is fascinating to ride a cyclo tour around the old streets, taking in ancient relics and the development of Hanoi capital city. With no planned route we left behind the crowded areas and soon came to the spacious streets of Hang Chieu, Hang Buom and Hang Giay. The fragrance of a special kind of flower on Quang Trung Street was delightful, as was the panoramic view of Hoan Kiem Lake. The Cyclo has existed in Hanoi for a long time. At first it was a rickshaw, introduced by the Japanese in 1868 and imported to Vietnam in 1983 to serve the rich. It returned as a cyclo from France to Hanoi in 1939 and became a popular means of transport in the romantic and peaceful city. Having survived 80 years of the rise and fall of life, cyclos are now regarded as an ornament for Hanoi’s tourists. No longer the simple vehicles of the past, these days they are decorated splendidly and luxuriously. A cyclo is a fascinating way to relax as one takes in 36 old streets in the shade of the trees, ancient buildings and temples, transparent lakes and old cultural features of Hanoi. A unique way to learn more about Hanoians and local relics and specialties is by talking with cyclo riders, as they can speak foreign languages such as pidgin English and French. Though Hanoi has seen many changes with the rising buildings and economic zones, it still retains its elegance due to its old relics. Lao Cai Province is preparing for a Fansipan climbing competition to open in Sa Pa town on Nov. 14. According to the Director of the Culture, Sports and Tourism department of the northern mountainous Lao Cai Province Tran Huu Son, the advancement was attributed to a campaign launched by the province from early October to the end of December. The islands, which are spread across 15sq.km of ocean, can only be accessed by boat. However, visitors have a few different options when choosing their seafaring vessel: the wooden boat travels there in about an hour and a half, the speed boat gets visitors there in 25 minutes or the public boat, which shuttles residents of the Cham islands to Hoi An and back once a day. Visitors usually do not take the public boat, though the one-way ticket costs only VND10,000 per person.

Before arriving on Hon Lao Island, the largest and only populated island among the island group, the boat will stop at Bai Xep beach to offer visitors a chance to see the white coral reef through the boat’s glass-floor. But nothing can compare to the real experience of swimming in the clear water over the reef, which is only one metre below the water’s surface – almost close enough to touch. So don’t hesitate to jump off the boat into the blue water and enjoy.

The richness of different coral species and other marine creatures has brought the Cham islands to be included in the World Biosphere Reserve. At present, there are 135 species of coral, including six species first recognised in Viet Nam, and nearly 950 other marine species living in the seabed of the archipelago, including many endangered species on the Viet Nam Red Book list.

Fishing is the main occupation of almost 3,000 local people living on the Cham islands. However, in order to protect the archipelago’s eco-environment, the Quang Nam provincial authority has encouraged islanders to fish further offshore. While visiting the island, tourists will have a chance to taste many different kinds of seafood, some of which are unique to the area, such as lobster, oc vu nang (a kind of conical-shape snail), diep (a type of shellfish) and abalone. Another local speciality is cua da – a kind of crab which lives in small mountain caves. The flesh of the small purple crab tastes like butter.

Another natural resource that brings money to local islanders is the harvest of swallow’s nests. Every year, islanders harvest from 1-1.4 tonnes of the bird’s nests, which cost around US$4,000 per kilo. Yen Island is home to the swallows, but visitors are not allowed to set foot on the island. Instead they can visit the temple worshipping the ancestor in charge of bird nest exploitation on Hon Lao Island.

There are many other spots worth seeing on Hon Lao Island. A tour guide will show visitors a small bay where local fishing boats go for shelter during storms or other natural disasters. The bay was built right after the historical typhoon in 1989, which extensively damaged fishermens’ property.

The ancient Hai Tang Pagoda, built in 1758, is another must-see spot. The 250-year-old pagoda is unique because it is dedicated to the worship of three different religions: Buddhism, Taoism and Confucianism. While sipping a cup of herbal tea offered by an elder Buddhist woman, visitors can experience the calm of the scenery as well as of their own spirit.

Walking through the Bai Huong fishing village, visitors can learn about local life by watching local fishermen mend fishing nets and drying fish and squid, or they can go fishing themselves on a tour held on a local fishing boat. Visitors can also buy seafood at a reasonable price for a meal on Bai Chong Beach.

At Bai Chong Beach, arguably the most beautiful beach on the island, visitors should enjoy the island with all five senses: listening to the sound of the wind in the leaves and the waves crashing on the shore, breathing in the salty smell of the air, capturing the scenery with their eyes, touching the smooth white sand and tasting the island’s specialities.

"There is nothing that can compare to the tranquil feeling of closing my eyes and hearing only the sound of waves," said Hai Tri, a visitor from HCM City.

Tourists can sun bathe on the quiet white sand or take a nap on hammocks swaying in the thick shadow of trees.

Vietnam wins two gold prizes at ASEAN Golden Vocalist Festival

The prize presentation ceremony was held last Sunday at the Hoa Binh Theatre in Ho Chi Minh City. Ngoc Anh won the gold prize for the song “Saving All My Love for You” while Hong Ngat persuated the jury board with a sweet voice in a folk song. Together with Ngoc Anh, Nadia Fardilla from Malaysia was presented the gold medal and Rey also from Malaysia won the gold medal in folklore music. Dam Vinh Hung from Vietnam took two silver medals in the light and folk music. Another silver medal in the folk music was given to Nadia Fardilla from Malaysia. The ASEAN Golden Vocalist Festival was held for the first time in Vietnam to tighten relationships among member countries. On October 22, the state-owned Bank for Investment and Development of Vietnam (BIDV) announced it will cut lending interest rates. The highest rate will be 17.2% per annum, while the lowest 16.2%, which means the decreases of 1-1.3% from the rates applied at the beginning of the month.

Another state-owned bank, Agribank, is now lending at 16.5% per annum to enterprises that collect rice from farmers in the Mekong River Delta for export, which represents a 1.3% per annum decrease over the beginning of the month.

Nguyen Van Se, Deputy Director of the Transaction Centre No 2 of Vietinbank, said that the lending interest rate applied to loyal clients and import-export companies will be 17.8% per annum for short-term loans and 18.5% for longer-term loans, commencing October 22.

VIB’s is offering the interest rate of 18% for loyal clients, while Orient Bank has cut the interest rate by 0.3%, and Viet A bank is lending at 18.5-19% per annum.

In general, joint-stock banks’ lending rates hover around 18-19.5% per annum, while the lowest rate is 17.5% only.

Capital cheaper, but more difficult to access loans

The deputy director of a joint-stock bank in Hanoi said that though lending interest rates have been decreasing, which means more clients are eligible to access bank loans, his bank dares not push up loaning due to the economic uncertainties in the world. The global recession has forced people to tighten their purse-strings. Importers have asked Vietnamese exporters to reduce prices, while orders have been diminishing.

The deputy director said that his bank dares not give loans to enterprises which purchased big volumes of commodities before at high prices and now want to borrow money to purchase more when the prices go down.

Se said that state-owned banks now offer to lend at 17.2-17.5% per annum only, but he thinks that the credit growth rate will be low.

Meanwhile, businesses have urged banks to slash interest rates further. The director of an An Giang-based seafood company said that the company does not want to borrow a lot of money as the lending interest rate is still high at 18% per annum. He said that businesses are dreaming of interest rates as low as 12-14%, which prove to be reasonable and affordable for businesses to do business and expand production.

Explaining why interest rates have just decreased slightly, the State Bank of Vietnam said that the government is still prioritising the fight against inflation. The lending interest rates are high because of the high deposit interest rates and high compulsory reserves. Any mistake in dealing with the two factors may affect the fight against inflation.

In order to slash lending interest rates, it is necessary to reduce deposit interest rates. However, banks need to be cautious in slashing deposit interest rates, since sharp interest rate decreases will affect their ability to mobilise capital. Deposit interest rates will go down when the inflation rate is curbed.

As for the compulsory reserves ratio, the central bank said that further reductions cannot be done right now for fear that the high inflation may return. Meanwhile, the capability of paying more for the compulsory reserves will still depend on the financial situation of the State Bank.

wifi

I don't know why my laptop can connect to the internet everywhere without ef's wifi.I tried many times after i fixed my laptop.It told my IP is not available.I really don't understand.
I 'll here 2 years .How can i use internet with that problem.Long will move to David's host family this Saturday.I want to this house too,but they don't have enough room and ef don't accept 2 person who are from the same country live together. I am so upset because i want to this house before .Long is faster than me,so i must choice another host family.I want move to this house because his host family is so nice and friendly...Tomorrow i 'll ask dema or aria about their host family.If i can ,i 'll move to their house....so boring...haizzz

stupid

This time is my hard time.My laptop had problem 4 days ago.Today I brough it to fix laptop shop in cowleys central.They told me wait ,they 'll call me and give me price for fixing,but they didn't call me until now.I came back my residence and went on going to the internet by iphone.The stupid thing happened ,my iphone can run .I tried to fix it by anyways:turn off , reset,...but it didn't work.I am so angry and upset.

Now i am a person who don't have any equipment to go to the internet.I must borrow Lex's laptop for writting blog .It is so stupid...WHY all bad things happened with me???

I don't know when my laptop will work by usual.Oh my god let help me....

air ticket price

There are many different prices.It depends on when and which kind of seat you choice.
Firstly,the time you choice to book air ticket .The airways have a lot of price .If you book ticket before 6 months,you can have half price ticket.If you book before 3 months ,you can get a 2/3 price ticket.If you book late near the day you flight,you will get a very expensive price ticket.For example: when I ask 1 airways about the price from here to my hometown 5 months before I flight, they told 550 pounds.It is the cheapest price.This time I didn't have enough money,I had wait money from my parents.2 months later ,I went to the same airways and ordered the same air ticket 2months ago.They told me 750.I was surprised and I asked why the price elwas changed. Because that airway was near full,so the price was higher than 2 months before...I was so sad .I lost 200pounds because of late...haizzzz
Secondly, the kind of seat also decide the price.For example:the airway from here to new york.If you choice economy , the price is 300 pounds.If you choice business, the price will be 1000 pounds .If you choice 1st class , the price will be more than 2000 pounds.You see there are many kinds of price.What is reason of different price?The answer is convenient.You will receive a servise better than another kinds when you book 1st class.You always are serve first the same the kind's name.You 'll have a more comfortable seat than another ...
That is business service.Paying more will receive better.It calls "money laws"....

I used to be a bad guide . I used to smoke ,drink alcohol and be lazy so much...The worst thing is I wasted a big money for shopping...I spent about 2000 pounds in 5 months .It is really a big money for a family in my country..
I know my parents don't be scare about that,if I study hard.The problem here is I didn't study hard. I feel so wrong with my parents.I know they proud of me,but they don't know exactly about me. I used to be a good student when I was young,so they deciced on sending me to england .They want me be taught in a good education environment.In fact from the day I was here to now,I studied a lot of thing bad not good like my parents thought.I think I was bad not cause of some one.I couldn't control myself,so I was that.
I spent a lot of money.You know 2 years income of poor family in Vietnam equals my spending.Now I hate myself so much.
I promise I will give up all of them.I 'ok change myself.I 'll be a good man not like now.I 'll study hard not cause my parents be upset.I 'll study good things and forget bad things...I 'll control myself and not be easy with myself.
The new life is waiting me in the future...I don't need some one understand this post, only me understand is enough...

This is the third times, I write blog by cell phone.2 times before ,I don't like so I deleted them.After 1 deleted 1 post I learn more how to use it better..
This is also the third days,my laptop can't connect to the Internet.I have a lot of problems with that.I can't read the news,chat with my friends and write my blog by usual way ,...
I am so upset .I tried to fix my laptop so many times but it isn't better .I had to spend all this day to stay in my room and fix this...It can connect to Ef ,but it can't connect to Internet .It used to have this problem 4 times before ,but now it is the longest time.I hope it won't have problem...
You know when I use cell phone to write blog ,there are a lot of interestings.I write my blog like I send SMS with my friends .It is so fun.I can write my blog anywhere have wifi without my laptop...Now I have a lot of experiences to write blog by cell phone .I won't scared when I don't have laptop more...Although I can write my blog ,I think laptop is more convenient.It is faster and can read more easy than cell phone...
This week is so boring and bad.I was sick during 3days and have problem with my laptop. I feel the time is very fast .1 week passes so quickly.Only 6 weeks more,I can meet my family,my friends and my teacher in Vietnam . it'll be a happy time...I hope the time is faster ...

why we are here???

It is a easy to answer for every body without me.
Most of us are here because we want to attend to UK's famous universities.We have a dream to study with friend from around a world ...
I am here not because of these reasons.I am here to evade VN's education ,school and my friends...I want a place to forget anything about me and begin a new life....
However ,my choice has some problems.It is not the same i though before.I can suitable with this environment.I feel i move away from another students.
I try to study so much but my english is not improved .It make me be upset...
Now i miss my family .I know they miss me too.Until December, i have been here 5 months .It is not a long time ,but why i miss them so much.I can't imagine my future ...
Every body here study too hard.How can i follow them by my poor english and my behavior?

Why the index of Vietnam' s stock market is change very quickly?
2 days ago,the index was decreased 45 points.It means it fell down 5.3%.A lot of people sold their share certificates.They lost so much money...
Yesterday,I had a accidental.The index was risen 54 points.
Stock market is difficult to understand ,but it is very interesting.it can make people rich or poor in 1 night.It is dangerous too....

The finance of the USA has problem or the USA has another their purpose?

It is a big problem in my mind at the moment.
They could waste 2.3 trillion in Afghanistan war.700 billion is no problem with them or they want to make a big bankrupt event to earn money.I think money loan from bank to pay mortgage ,they are not go anywhere.They still are in the USA.Why they don't have enough money to release this bad event....It is very difficult to understand this problem...I think i must learn more ,if i want to know that....

Sometimes,i really want to talk with someone by english but i always be shy .I know my english is poor ,so i need practise it every day.I am very angry with someone because they usually repeat my voice when i speak.I know your english is good so you don't need to learn more.Please let me study ,don't make me be scare when i speak to you.If you do it again ,ok we won't be friend forever.I don't need friend who prevents my education improve.
Now my life is changed because i identify which one is best for me.I used to smoke,drink alcohol,play game with money.Now i give up all of them.Instead of them,i go to gym to be good for my health or write blog to improve my english.I feel my health is better .When i wake up ,i don't feel tired like before.
I am so upset.Before i though Kirill change room will be good for me,but every thing now is very bad.My new roommate will be Rinat who i don't like.He always eat my food and drink my drink without my agree.He didn't move to my room ,but he gave me his rude .I think Kirill is better than him because Kirill is so friendly and fun.
I will endure 4 weeks to live with him.I hope after Christmas ,I 'll have another roommate is better than him.At the moment ,i really hate living in residence.No more change,i 'll move to host family next year....haizzzzzzzzzz
